I don't really think people, or mediamen to be exact, call politicians monkeys although a couple of them do monkey around. They often call them crocs for their avarice. As per calling them (monitor) lizards, this arises when a politician or a bureaucrat refuses to vacate a position and holds on, sometimes literally, to his seat.
