I would say yes, There is an excelent "Bus Tour" available called "City Loop" appart from all the other interesting things to do in Kobe. It is not expensive. Hugs.

haha..he said after he ate the JPY 5,000 100 grams Kobe beef he was out of money...*grin*
Ha ha. My friend Rie took her hubby out for a 10 thousand yen steak, luckily her step father footed the bill.
